Define IPC2581 Specs form
3. Create a new "Fab Note" SPEC.
a. Click on the Add button located in the lower-left corner of the form.
b. In the Enter new spec name popup, enter the name of the SPEC
definition (FAB_NOTE) and select OK.
c. The SPEC entry, FAB_NOTE, is created within the Available Specs list.
Spec details may now be added.
